They are a fictional band made up of session musicians to provide voices and music for the cartoon 'The Archie Show' (1968-69).
Many believe them to be a one hit wonder, though three other songs beside 'Sugar, Sugar' made the Top 40.
Their music didn't save the cartoon from being canceled after one year (with the group lasting three).

Why they might not be annoying:

Their smash hit 'Sugar, Sugar' was #1 for four weeks on Billboard's Pop Single's chart and was named the #1 song for 1969.
According to Billboard, it is the only time a fictional band has achieved top record of the year.
It is the best selling and most recognized bubblegum song ever recorded.
