Why he might be annoying:

He was a heavy smoker and drinker.
In 1966, he introduced a controversial constitutional amendment that would allow public schools to engage in organized prayer, which was solidly defeated in the Senate.
He was angry that he couldn’t smoke during treatment for lung cancer.
It is alleged that he said, 'A billion here and a billion there, and soon you're talking about real money.'

Why he might not be annoying:

He served in World War I.
He was an important ally of President Eisenhower.
He was an active supporter of civil rights legislation; without his support as Senate Minority Leader, passage of the Civil Rights Act of 1964 would not have been possible.
He voted for the Voting Rights Act of 1965 and the Civil Rights Act of 1968.
He crossed party lines to support Lyndon B. Johnson's anti-poverty programs.
He was known to be non-partisan, supporting what he believed to best for the country over partisanship.
He died after surgical treatment of lung cancer.
