Why he might be annoying:

He talks too much.
He was a Tupamaro, a guerilla fighter who robbed banks and staged kidnappings.
In 1969, he and fellow Tupamaros took over the Montevideo suburb of Pando, for which he was arrested.
During his numerous attempts to evade capture, police shot him 6 times.
He proposed the legal selling and distribution of marijuana to combat drug crimes (June 2012).

Why he might not be annoying:

His father died when he was only five.
He spent 14 years as a political prisoner.
A farmer by profession, he's called the world's 'poorest president' for donating 90% of his salary to charity, stating, 'There are many Uruguayans who live with much less.'
Under his leadership, Uruguay became just the second Latin American nation to legalize abortion, hoping to quell the country's 30,000 botched procedures.
Due to his modest lifestyle and adamant desire to help the poor, Uruguay became one of the planet's least corrupt countries.
