Why he might be annoying:

    He upset conservative senators by attacking the Internal Security Act.
    He was attacked for being weak on communism.
    Nixon described him as a man with a 'PhD from Dean Acheson's cowardly college of Communist containment.'
    McCarthy claimed he would like to spend time with him so that he 'might be able to make a good American out of him.'
    He ran against Dwight Eisenhower twice in a row, losing big each time.
    He pissed off J. Edgar Hoover when he criticized the efficiency of the FBI, earning himself a strong political enemy (1949).
    He refused to give the nominating address for John F. Kennedy in hopes of still having a chance of being nominated for president (1960).

Why he might not be annoying:

    He exposed the dangers of 'phony patriots, ill-informed censors and self-appointed thought police.'
    He was widely respected during his term as governor of Illinois, for cracking down on illegal gambling, reorganizing the state police and improving the state highways.
    He had to fight several baseless allegations of being a homosexual and a Marxist.
    He once told an audience: 'Most of us favor free enterprise for business. Let us also favor free enterprise for the mind.'
    He worked capably as a U.N. ambassador to support US policies, and was the man who showed the photos that proved the existence of missiles in Cuba.
