Why he might be annoying:

He advocated wiretapping without a court order and 'preventative detention' of suspects by the police.
He resisted investigating civil rights cases, saying 'The Department of Justice is a law enforcement agency. It is not the place to carry on a program aimed at curing the ills of society.'
He provided $250,000 in campaign funds for a dirty tricks campaign against the Democrats (1972).
He threatened the Washington Post, saying 'Katie Graham's gonna get her tit caught in a big fat wringer' if they continued publishing stories about Watergate.
He was the first US Attorney General convicted of illegal activities and imprisoned.

Why he might not be annoying:

During World War II, he was a PT boat commander and earned a Silver Star and two Purple Hearts.
He ran a superbly managed campaign for Nixon in 1968.
After receiving his prison sentence, he said, 'It could have been a hell of a lot worse. They could have sentenced to spend the rest of my life with Martha Mitchell.'
His Watergate sentence was reduced after he made a public statement of contrition (1978).
