    Created Pell Grants that provide financial aid for college (1973)
    Sponsored the bill that created the National Endowment for the Arts and National Endowment for the Humanities (1965)

Why he might be annoying:

    He was an heir to the Lollilard tobacco fortune.
    He would jog while wearing a tweed coat.
    As head of the Senate Foreign Relations Committee, he was described as leading a coup against himself when he delegated much of his power to subcommittee chairs.
    Asked in a 1990 debate what legislation he had sponsored that benefited Rhode Island, he responded 'I couldn't give you a specific answer. My memory's not as good as it should be.'
    Time magazine dubbed him 'Senator Oddball' over his interest in ESP, alien abductions, Uri Geller and backward masking.

Why he might not be annoying:

    He served with the Coast Guard during World War II.
    He was fluent in French, Italian and Portuguese.
    He was married to Nuala O'Donnell for 64 years until his death.
    Senator Harry Reid noted, 'Any student who has ever received federal aid has Senator Pell to thank for his or her education.'
