Why she might be annoying:

She is a female named Charlie.
She speaks using obscenities.
Some of Churchill's family and colleagues have come forward saying they doubt Churchill ever owned the parrot. Although he had many types of animals (even budgerigars (Australian parrot) and pigs) they can not find any record of this macaw.

Why she might not be annoying:

The bird lived passed 100.
Even though Hitler has been dead for 50 years she still says 'Fuck Hitler! Fuck the Nazis!'
She does an excellent Winston Churchill imitation.
