Why he might be annoying:

He harassed, terrorized, and tortured his political opponents during both of his terms as president.
He persecuted other ethnic groups, including Indians, other than his own.
As prime minister, he and Idi Amin were involved in a gold smuggling plot.
In response to this, he suspended the constitution and called himself president.
His regime was marked by widespread corruption due to socialism, which skyrocketed his unpopularity.
He banned all political parties after his assassination attempt (1969).
His second victory in elections sparked a civil war that left 100,000 people dead (1980).
He became worse than Idi Amin during his second term as president.

Why he might not be annoying:

He led Uganda to independence.
He was expelled from Makerere College and subsequently denied scholarships from the United States and West Germany when his political activities were revealed.
Under his rule Uganda enjoyed stability and some economic growth.
His first presidency ended when Idi Amin, who proved to be worse than him, overthrew him when he was in Singapore.
He was removed from power in coups twice.
