    Head of the Revolutionary Government Junta ruling El Salvador (1980-82)
    President of El Salvador (1984-89)

Why he might be annoying:

    He got his first job working for his father-in-law's construction firm.
    He came to power in a coup.
    His administration was accused of corruption.
    His attempts to negotiate an end to El Salvador's civil war faltered.
    After his daughter Ines was kidnapped by guerrillas, he ticked off the military by ordering the release of 100 imprisoned rebels to obtain her freedom (1985).

Why he might not be annoying:

    He was robbed of a victory by fraud in his first presidential election (1972).
    After a left-wing coup attempted to install him as president (March 25, 1972), he was arrested and beaten by the police, then forced into exile for seven years.
    His government offered a centrist democratic alternative to Communism and right-wing military dictatorship.
    He continued peace negotiations while being treated for terminal cancer.
