Why he might be annoying:

    He argued that differences in class and income were caused primarily by differences in innate intelligence.
    After Burt's death, researchers discovered that much of his research into intelligence was fraudulent.
    Researchers also found that two of Burt's collaborators, Margaret Howard and J. Conway, had been made up by Burt.
    His official biographer set out to clear Burt's name, but, after examining his private papers, concluded the charges were true.

Why he might not be annoying:

    He won a scholarship to Oxford.
    He concluded that boys and girls were equal in general intelligence.
    He felt there was little difference between races in intelligence.
    Commenting on juvenile delinquency, he wrote, 'The problem never lies in the 'problem child' alone.'
